Shedding

My beta fish is shedding. I don't know the type, but He's got thin fins that are somewhat long.
I just moved into a new apartment, and we don't run the heat much because it costs so much. I'll be getting a space heater in a couple days just to make sure that it stays warm enough for Buddy (not creative, i know).
It got cold in my dorm a lot, but I never noticed this.
There's almost a strange sort of film forming on the surface of the water. It's pretty clear, but it looks like solid/sheets. I'm thinking it's almost looking like skin, but fish shed scales right? He can't be shedding skin. I've washed the bowl out twice in the past week. It's a small glass bowl, just under a gallon.

I'm starting to get worried. I've had him for a year and a couple of months, and I'm not sure how old he was when I got him. He was in a mall, and they don't care so much for whatever animal they're watching.... I know they're only supposed to live for two years. But I've seen some live for five.

The fish himself hasn't slowed down or discolored, and looks perfectly healthy. The 'stuff' is only on the surface, not actually in the water.

I was buying spring water buy the gallon and using it, but I just started using water from a purifier that hooks up to a pitcher.

I want to know if this is natural (considering he's actually shedding), if it means he's sick, if there's something in the water, or if it's not him shedding, what it could be.

Please help.

I have never heard of a fish shedding...how are his fins? Are they looking shabby, like they are getting eaten away?
It's good you are using spring water, I hope you are putting water conditioner in? Also, these guys are warm
water fish, cold water is no good.

OK, so it costs a bit, but get yourself a five gallon tank (we have a bow-front that came as a kit with a filter), and you REALLY need a heater. The temp should be between 75 and 80 degrees. Also, it is OK to use tap water, as long as you use something like Aqua Safe, a small amount (1 tbsp) of aquarium salts, and a ph corrector (it should be 7.0ph).
After that, Buddy should be as happy as my SpongeBob!
